Blue Hippo tang do not have scale. When scratching, it is usually an indication of parasitic infection. You should observe the fish closely to see any suspected spots on the body or fin.
The galic extract sold on this site could help you. Soak the food in it and feed the fish. Also, feed nori or high vegetation flak food. HTH!
